Jim Cameron ran a restaurant on the Oregon coast.

….and had employees who earned minimum wage and could not afford health insurance. What’s more, he couldn't afford to provide it for them. He explains, “After several years of trying to win the lottery for OHP to get on Medicaid, a couple of my employees—a married couple—came to work jumping up and down with glee because they won the lottery and were going to be able to go to the doctor. I remember thinking this is not a system for health care.” He thought it was ridiculous that hard-working people working full-time could not get the health care they needed.
